Water Development Board officials said erosion has taken place at different points in the dyke's 17 kilometre area from Meghai in Kazipur upazila to Shimla in Sadar upazila.
They said three spars of the dyke – Meghai spar numbers 2 and 3 and Shimla spar number 2 -- might become ineffective anytime due to the high velocity of water and formation of whirlpools.
Board officials said 10 spars were built between Singrabari in Kazipur upazila and Shuvogachha in Sadar upazila at a cost of Tk 95 crore during the previous Awami League government to check the Jamuna erosion and divert the river course.
But most of the spars have been ineffective, as the board was reluctant to maintain them during the successive four-party alliance government, they said adding that the Shoilabari 'groyn', spanning around one kilometre, has been engulfed by the river.
The officials said the board sought an allocation of Tk 27 crore from the government early this year for repairing and rehabilitation of the spars, but have yet to receive any fund.
Sirajganj Water Development Board executive engineer Sujoy Chakma, however, said they have taken prompt measures to repair the Meghai spars.

AARC eyes new climate change body
The 16th SAARC summit is set to adopt a statement on climate change with a proposal to create an inter-ministerial body to deal with climate change issues in the region, foreign secretary Mohamed Mijarul Quayes said on Tuesday.
The statement will be additional to the SAARC declaration to be adopted on April 29.
If the top leaders approve the statement on the concluding day, this will be create an extra SAARC body to deal with climate change apart from the present SAARC environment committee which already is concerned with climate change.
The proposed "Thimphu Statement on Climate Change" will focus on involving SAARC as a regional body in the climate negotiations so that the member states can utilize the global adaptation fund for different projects.
The draft statement will authorise the secretary general to conduct a study on assessment of risks caused by climate change in the SAARC region.
"SAARC must be a part of the global negotiations if it wants to get climate change adaptation funds," Sufiur Rahman, a foreign ministry director general (SAARC), told bdnews24.com on Tuesday at Bangladesh embassy in Thimphu following the council of ministers meeting.
"Therefore, the statement on climate change will attempt to recognize SAARC as a part of the global negotiation," he said.
"It also proposes implementation of some projects on climate change adaptation through the SAARC secretariat".
Foreign secretary Quayes told bdnews24.com that the Thimphu statement on climate change would authorise SAARC to chalk out three separate initiatives to protect different kinds of climate in the SAARC region.
One was the mountain initiative, another was the monsoon initiative, and the third one was the maritime initiative.
"The mountain initiative is aimed at protecting the mountainous environment of the SAARC region. This will also deal with whether the member countries should take up projects to protect the environment in the mountainous areas and protecting its biodiversity," said Quayes.
"Similarly, the monsoon initiative will look at the monsoon environment and the maritime initiative will examine work for protecting the maritime environment in South Asian region," he said.
He said the declaration of the 16th SAARC summit had set the next decade as a decade of connectivity.

2 deals signed on services and climate at SAARC 16th summit
SAARC foreign ministers have signed a deal on trade in services and a convention on environment cooperation.
Each of the ministers signed the agreements at the concluding session of the 16th summit in presence of the heads of state and government at the Grand Assembly Hall.
Bhutanese premier Jigmi Y Thinley presided over the session.
The deals will come into effect after ratification by all members.
Thinley told the concluding session that the two deals would forge closer cooperation among the members.

Channel 1 set to be closed
The government is set to suspend transmission of Channel 1, founded by controversial businessman Giasuddin Al Mamun.Telecom minister Raziuddin Ahmed Raju suggested almost as much.Rumour of Channel 1 shutting down anytime has spread throughout the media grapevine.Raju said machinery and licence of television channels are not transferable.
But Channel 1 had put its machinery to auction.At present, the channel is using instrument that were imported by other companies, the minister said."The government cannot let this institution run under the circumstances. The channel should be shut down for its offence," the telecom minister said.
A number of letters were sent to the private channel in this concern.
"But their reply was not satisfactory."
Raju said the decision concerning the channel's shut down process would be finalised within a few days. The minister said that the government had no partisan motive behind the decision. "We did not even consider who the owner is. If we had done so, many other channels would also have been closed."

Chocolate may be good medicine for liver patients
Cocoa-rich dark chocolate could be prescribed for people with liver cirrhosis in future, following the latest research to show potential health benefits of chocolate.
Spanish researchers said that eating dark chocolate capped the usual after-meal rise in abdominal blood pressure, which can reach dangerous levels in cirrhotic patients and, in severe cases, lead to blood vessel rupture. Antioxidants called flavanols found in cocoa are believed to be the reason why chocolate is good for blood pressure because the chemicals help the smooth muscle cells of the blood vessels to relax and widen.
A study of 21 patients with end-stage liver disease found those given a meal containing 85 percent-cocoa dark chocolate had a markedly smaller rise in blood pressure in the liver, or portal hypertension, than those given white chocolate.
"This study shows a clear association between eating dark chocolate and (lower) portal hypertension and demonstrates the potential importance of improvements in the management of cirrhotic patients," said Mark Thursz, a professor of hepatology at London's Imperial College.

1st expressway by 2014
The government will try and complete the Joydebpur-Narayanganj elevated expressway, the first in Bangladesh, by 2014.Transport minister Syed Abul Hossain said that the tender process will be completed by June.
He said this after a seminar on traffic problem in Dhaka organised by the Chartered Institute of Logistics and Transport Bangladesh Council (CILT) in the Bangabandhu International Conference Centre on Saturday.Abul Hossain said the government would complete the expressway within its tenure.
The plan to begin work for building metro rail is almost complete.It is expected that metro would resolve the increasing traffic problem of Dhaka substantially.
A feasibility report has been submitted in this regard.The communications minister said that he was expecting about 80 percent financial support from Japan.
To expedite the tender process, four companies have been selected and are deemed to have gone through the pre qualification bid successfully.The government has different plans, including constructing flyovers and increasing the number of public buses to resolve the traffic problem, said the communication minister.

NASA released the first images of Sun
NASA released the first images taken with a charge coupled device (CCD) imaging sensors fabricated in the UK by e2V. The sensors are an integral part of the space agency's Solar Dynamics Observatory (SDO).
The SDO spacecraft will examine the evolution of solar activity and could help to add to our understanding of "space weather by studying the Sun on small scales of space and time and in many wavelengths simultaneously", said NASA.

Uses of Energy efficiently
Efficient energy use, sometimes simply called energy efficiency, is using less energy to provide the same level of energy service. For example, insulating a home allows a building to use less heating and cooling energy to achieve and maintain a comfortable temperature. Another example would be installing fluorescent lights and/or skylights instead of incandescent lights to attain the same level of illumination. A 13 watt fluorescent light bulb outputs the same amount of visible light as a 60 watt incandescent bulb, so you are getting more light for less energy. Efficient energy use is achieved primarily by means of a more efficient technology or process rather than by changes in individual behavior. Energy efficient buildings, industrial processes and transportation could reduce the world's energy needs in 2050 by one third, and help controlling global emissions of greenhouse gases, according to the International Energy Agency.

Geographic Features of Bangladesh
Bangladesh is situated in South Asia between India and Myanmar. But the phenomenon changes dramatically during the winter months of November to May when the flows in the three major rivers- Ganges, Brahmaputra and Meghna - decrease considerably and most of the streams and channels almost dry up leading to shortage of fresh water for use in agriculture, fishery, navigation and industries as well as for domestic use.
Normal floods are regarded as highly beneficial for revitalizing the cropland. The people have also learnt the coping strategies to minimize their adverse effects. Various measures have been taken in the past to cope with the effects of catastrophic floods but not always effectively. Comprehensive multi-national studies have been made during the recent years under the World Bank coordinated Flood Action Plan to find more effective ways to mitigating such floods without causing environmental hazards.
